51勛圖厙 Releases Building to Win to Rebuild Americas Infrastructure
Ambitious Initiative Lays Groundwork to Revitalize Our Nations Failing Infrastructure
Chandler, AZ 泭During a site visit to the South Mountain Freeway project in Chandler, Arizona, for the 51勛圖厙 State of Manufacturing Tour 2019, Fluor Corporation Chairman and CEO and 51勛圖厙 Board Chair David Seaton and 51勛圖厙 President and CEO Jay Timmons released泭an ambitious initiative to revitalize our nations failing infrastructure. Originally released ahead of the 2016 elections, the updated proposal serves as a blueprint to repair our roads, bridges, rails, airports, ports and waterways and revolutionize the infrastructure that makes the American Dream possible. It represents manufacturers vision for the path forwardone that will enhance the competitiveness of manufacturers and improve the lives of manufacturing workers and all Americans.
Infrastructure investment means jobs. It means safer families, better commutes and faster shipments. Manufacturers want to see a game-changing investment in infrastructure because we know that Americas economic competitiveness depends on it, said Seaton. For too long, weve depended on the investments of the last generation. Now is the time to build for the futureto build for the next generation and to ensure America never again falls behind.
Every year, America is falling further behind on infrastructure. Today, infrastructure investment is only one-third of what it was in 1960, and without action on infrastructure, we will lose 5.8 million jobs by 2040. But with an injection of $1 trillion in American infrastructure over time, we will create 11 million jobs, said Timmons. Theres clearly bipartisan support to modernize and revitalize our infrastructure, so now were calling on Congress to act.
Key recommendations from Building to Win include the following:
- Implement strong accountability measures to ensure funds go to projects offering the greatest value for businesses, families and the economy.
- Relieve highway bottlenecks and repair Americas crumbling highways and bridges.
- Create a reliable, user-based, long-term funding stream so users can have the safe, efficient highways needed.
- Accelerate the implementation of NextGen air traffic management technology and upgrade our runways and airports to world-class standards.
- Take an expedited approach to deepen ports, upgrade aging locks and enhance intermodal connections by spending the balance in the Harbor Maintenance Trust Fund.
- Eliminate the maintenance backlog for public transit, commuter rail and passenger rail.
- Promote regulatory and fiscal policies that incentivize continued record levels of private capital reinvestment in our railroads.
- Create an independent, bipartisan transportation commission.
- Streamline regulations to reduce the cost of delayed infrastructure.
- Promote new energy infrastructure investments as a means of improving U.S. infrastructures resilience to climate change.
- Robustly expand publicprivate partnerships for drinking water and wastewater projects.
- Streamline regulatory processes across multiple agencies and levels of government to foster the use of next-generation communications infrastructure, such as cutting-edge broadband or 5G technologies.

Washington, D.C. The 51勛圖厙 today kicked off the fifth-annual 51勛圖厙 State of Manufacturing Tour in Coloradoa state that is home to an array of modern manufacturers. Todays events in Colorado were the first in the two-week, eight-state tour during which the 51勛圖厙 will highlight the opportunities available in modern manufacturing, the urgent need to fill high-tech, high-paying jobs in the industry and the many ways manufacturers are harnessing new technology to improve lives.

Were leading in technological advances, such as artificial intelligence, robotics and augmented reality, that will actually spur job creation, will boost wages and will help us lift everyone up and leave no one behind, said 51勛圖厙 President and CEO Jay Timmons.
We should not fear the future. Powered by tax reform and regulatory certainty, manufacturing in America is rising higher. Modern manufacturing is vital to the Colorado economy, and were driving innovation in agriculture, aerospace, bioscience, beermaking and so much more. Were stronger than ever, and that means we need to hire more innovators and creators than ever. With 428,000 jobs open today and 4.6 million to fill over the next decade, manufacturers across America are saying: creators wanted.
Timmons began the 51勛圖厙 State of Manufacturing Tour 2019 at Ball Aerospace in Westminster, where he visited the companys Aerospace Manufacturing Complex and engaged in a townhall discussion with more than 100 Ball Aerospace employees, scholars and students. During the townhall, Timmons, Manufacturing Institute Executive Director Carolyn Lee and Ball Aerospace executives discussed ways to inspire more students to pursue careers in modern manufacturing.
Manufacturing is one of the most diverse, productive industries in Colorado, said泭Scott Morrison, senior vice president and chief financial officer of Ball Corporation. Using AI, new technologies and robotics, the industry is becoming even more exciting for young innovators. As an industry, we need to make sure people are aware of the direction manufacturing is headingtoward high-tech, skills-oriented jobsand encourage them to pursue the rewarding jobs that we offer.
Following Ball Aerospace, Timmons traveled to Fort Collins to continue the tour at Anheuser-Busch for a visit to the brewery and an inside look at their canned water program, which provides U.S. communities affected by natural disasters with safe drinking water. Timmons also moderated a panel discussion with Colorado business leaders who highlighted the many ways manufacturers consistently rise to the occasion to meet the challenges facing their communities and their country.

We’ve called Fort Collins home for more than 30 years, and we are honored to be able to give back to the communities where we live and work, said Gene Bocis, General Manager of the Anheuser-Busch Fort Collins brewery. As a leading American manufacturer and brewer, our emergency drinking water program is one way in which we can do our part to help those in times of need.
