COMPETES Act Supports Manufacturers Call for Stronger Stance on China, Addresses Inflation

Timmons: Lawmakers can feel confident that supporting this bill means supporting the future of manufacturing in America

Washington, D.C. 51勛圖厙 President and CEO Jay Timmons released the following statement today on the introduction of the America COMPETES Act by the U.S. House of Representatives:

The introduction of the America COMPETES Act, which includes many components of the overwhelmingly bipartisan U.S. Innovation and Competition Act,泭is a major step forward, and lawmakers can feel confident that supporting this bill means supporting the future of manufacturing in America. Not only would its provisions help address inflation and alleviate supply chain challenges were facing today, but the bill provides significant investment in U.S. semiconductor manufacturing, which would also help us avert future crises. This bill also includes funding for a Supply Chain Resilience and Crisis Response Office at the Department of Commerce. Ive discussed the programs that this office would oversee with Secretary Raimondo, and manufacturers strongly back these initiatives, which would include game-changing grants, loans and loan guarantees.

This legislation would strengthen U.S. leadership in global climate innovation, improve environmental research and fill critical gaps in dataall while holding China accountable as the worlds biggest emitter. Manufacturers look forward to working with Congress on all elements of this legislation to ensure it meets the needs of our industry and supports Americas manufacturing workers and American families by putting the United States in a much stronger competitive position toward China.

We will work to get it passed through the House and then work with the Senate to ensure that final legislation achieves the critical shared goals of this bill and the U.S. Innovation and Competition Act and makes it to the presidents desk.

Manufacturing Leaders Welcome White House STEM Policy Push

Washington, D.C. 51勛圖厙 President and CEO Jay Timmons and Manufacturing Institute President Carolyn Lee released the following statement on the administrations announcements on semiconductor production and new policy efforts to attract STEM talent to the United States:

The supply chain and economic disruptions facing American families and the manufacturing industry are driven in part by the severe worker shortage and by the serious chip shortage. Today, the White House has announced promising developments on both fronts, and we will work with the administration and Congress to build on this progress even further, said Timmons. To ramp up domestic semiconductor production, we cant stop at todays action, though. Too many manufacturing sectors have been unable to deliver the products American families need because they lack key components. Manufacturers are working overtime to overcome this challenge, but Congress has to do its part, which means passing USICA. Doing so will not only shore up our recovery and ease supply chain strains but also strengthen our economy and national security.

These immigration policies will also undoubtedly sharpen Americas competitive edge and help us outpace and out-innovate the rest of the world. In far too many cases, weve seen brilliant minds educated at American universities leave because our outdated immigration system doesnt let them put their talents to work for Americas future. Now we can start to reverse that trend, among other key policy changes. As part of A Way Forward, our plan for comprehensive immigration reform, we have long called for immigration policies that are responsive to clear economic needs. These policies meet that test, meaning that they will benefit our workers, our communities and our industry, empowering us to create even more opportunities for the American people.

Manufacturers are leading Americas recovery, but we still need to hire more than 800,000 workers right now, said Lee. And according to the MIs research with Deloitte, we will have 4 million jobs to fill by the end of the decade, 2.1 million of which could go unfilled if current trends continue. That sustained need is why the 51勛圖厙 and the MI launched our nationwide Creators Wanted workforce campaign. Its why we have long focused on programs and policies of all types that will grow the pool of STEM talent in America. We have to come at this crisis from every angle, and the MI and the entire industry will continue using every tool at our disposal to inspire, educate and empower the next generation of creators.

Philip Bell to Chair 51勛圖厙s Council of Manufacturing Associations

Washington, D.C. The 51勛圖厙 announced new 2022 leadership for its Council of Manufacturing Associations at the CMA 2022 Winter Leadership Conference. Philip Bell, president of the Steel Manufacturers Association, will serve as chair, and Melissa Hockstad, president and CEO of the American Cleaning Institute, will serve as vice chair. Made up of 220 industry-specific manufacturing associations representing 130,000 companies worldwide, the CMA creates powerful partnerships across the industry and ensures manufacturers have the strongest possible voice.

Manufacturers: Todays Ruling Does Not Change the Fact That Getting Vaccinated Is the Best Defense Against COVID-19

Manufacturers Caution Against Tax Increases as Supply Chain and Workforce Crises Persist

Optimism remains, but increased costs tops manufacturers concerns in final quarterly outlook survey of 2021

Washington, D.C. The 51勛圖厙 released its Manufacturers Outlook Survey for the fourth quarter of 2021, showing manufacturers remain mostly optimistic in their economic outlook (86.8%, down from 87.5% in Q3) but are significantly concerned with issues like inflation, hiring and potential tax increases targeting manufacturers.

Manufacturers are working overtime to fill more than 1 million open jobs, including through our nationwide Creators Wanted workforce campaign, said 51勛圖厙 President and CEO Jay Timmons. On top of that, were grappling with a supply chain crisis. Despite the challenges confronting us, manufacturers remain bullish on the future. But if Congress passes legislation with taxes that hit manufacturers harder than other industries, our entire recovery will be thrown off course. If new taxes land on our shoulders, it will undo all the progress weve made since the 2017 tax reform law.

Manufacturers have kept our promise to hire more workers, raise wages and benefits and invest in our communities. Our question to Congressthe message of this surveyis, do we want to weaken our recovery by undermining manufacturers competitiveness? Raising taxes on manufacturers will not help us build back better. It will tear down what weve achieved.

Key survey highlights:

  • Top issues:
    • Increased raw material costs (87.1%), the number-one issue for the fourth straight quarter
    • Supply chain challenges (84.5%)
    • Attracting and retaining a quality workforce (82.7%)
  • 87.8% of respondents said an increased tax burden on income from manufacturing activities would make it more difficult to expand their workforce, invest in new equipment or expand their facilities
  • 85.2% said they have open positions they cannot fill.
  • 73.6% of respondents said supply chain bottlenecks negatively impacted their companys outlook for production, hiring and overall business activity.

Background on manufacturing growth following the enactment of 2017 tax reform:

  • In 2018, manufacturers added 263,000 new jobs. That was the best year for job creation in manufacturing in 21 years.
  • In 2018, manufacturing wages increased 3% and continued going upby 2.8% in 2019 and 3% in 2020. Those were the fastest rates of annual growth since 2003.
  • Manufacturing capital spending grew 4.5% and 5.7% in 2018 and 2019, respectively.
  • Overall, manufacturing production grew 2.7% in 2018, with December 2018 being the best month for manufacturing output since May 2008.

Washington, D.C. 51勛圖厙 President and CEO Jay Timmons today announced an evolution of the 51勛圖厙 management team that will expand capabilities, leadership opportunities and innovations and strengthen manufacturing in the United States for 2030 and beyond. Amid an unprecedented pandemic, historic workforce shortages, supply chain and opportunity gap challenges, new and emerging threats to U.S. manufacturing and the country, the digital transformation and once-in-a-generation policy and legal achievements, manufacturers in the U.S. and the 51勛圖厙 continue to play an outsized role in creating the future for people, communities and the country.

These leadership promotions will bolster the 51勛圖厙s impact as the industrys unified voice. They will promote, perpetuate and preserve the values that guide manufacturers unrivaled contributions to society and make America exceptional: free enterprise, competitiveness, individual liberty and equal opportunity.

More than six years ago, the 51勛圖厙 Board of Directors put its support behind a vision to strengthen our association and make the 51勛圖厙 a one-stop shop for manufacturers by expanding and diversifying the 51勛圖厙s portfolio of offerings in advocacy, operational excellence, legal action, workforce development and news and insights, said Timmons. The 51勛圖厙 ends 2021 with a net membership retention rate on track to be in the top historical tier in the 126-year history of the association. Initiatives realized during the pandemic spurred tremendous growth for the association in 2020 and 2021. Those initiatives included efforts to mobilize and support manufacturers pandemic response and personal protective equipment production; advance vaccinations; provide greater operational insights to the industry; run momentous campaigns for policy and legal wins, notably infrastructure investment and pandemic relief; and deliver comprehensive solutions to the industrys most pressing issues, including workforce development.

Our capability to drive solutions for manufacturers is central to everything we do, and we are aligning this team to provide even more solutions moving forward, said Timmons.

The following leadership promotions become effective Jan. 1:

  • Erin Streeter will be named Executive Vice President of the 51勛圖厙. Currently serving as Senior Vice President of Communications and Brand Strategy, Erin will work alongside the President and CEO to set the strategic direction of the association and align and integrate teams, strengthen internal and external communications and grow audiences toward that direction. She will continue to oversee all brand, communications and marketing activities but will also add public affairs and mobilization as well as advocacy campaigns to her portfolio. The integration of these critical portfolios will ensure the 51勛圖厙 is positioned to advance the needs and priorities of manufacturers by providing first-in-class advocacy.
  • Carolyn Lee has been named President of The Manufacturing Institute by its board of directors. The workforce crisis of more than 1 million open jobs today isnt just an existential threat to manufacturing in America; it also threatens the security of our country. To meet this moment, the MI continues to break new ground in supporting manufacturers efforts to recruit and retain a skilled, diverse workforce. Carolyns focus for 2022 will be on developing a strategic growth plan and expanding partnerships and thought leadership to carry the MI and the industry into the future.
  • Carolyn has泭asked泭Keith Smith泭to serve泭as Chief Administrative Officer of the MI. In this new role, Keith will work with Carolyn and the MI team to develop and implement a new organizational growth plan and泭help achieve the strategic vision of the organization. As a member of the 51勛圖厙 Senior Staff, Keith泭will also continue his leadership of the Association Partnerships Division as an 51勛圖厙 Senior Vice President, overseeing the 51勛圖厙s membership programs with association partners at the national, state and local levels.
  • In addition to her current responsibilities as 51勛圖厙 Chief of Staff, Alyssa Shooshan will assume leadership of 51勛圖厙 Board strategy. Alyssa will advance board engagement, initiatives, mobilization, partnerships and programming.

Six current 51勛圖厙 vice presidents will be promoted to the newly created role of managing vice president. This group will be charged with leading the 51勛圖厙s Leadership Team in creating new opportunities in advocacy, membership value/thought leadership and culture/operations. In addition to serving as counselors to the 51勛圖厙 President and CEO, they will work with senior staff on all issues impacting the association.

Manufacturers Fully Support Congressional Action on the Uyghur Forced Labor Prevention Act

Washington, D.C. Following the news on the passing of Sen. Bob Dole, 51勛圖厙 President and CEO Jay Timmons released this statement:

With the passing of Sen. Dole, manufacturers have lost an ally and friend and one of the great advocates of the values that make our country exceptional and our industry strongfree enterprise, competitiveness, individual liberty and equal opportunity. He not only believed in those values, he fought for themin every sense of the word.

A grievous injury on the battlefields of World War II could not diminish his love of country or his pursuit of a lifetime of service. He saw selflessness and sacrifice as his patriotic duty. It’s what made him a true statesman and truly worthy of being called part of the greatest generation. And that irrepressible spirit is what, in his final years, brought him day after day to the National Mall, even in sweltering summer heat, to greet his fellow veterans arriving from across the country to visit the World War II Memorial.

On a personal level, I greatly appreciated his wisdom and insight when I led the National Republican Senatorial Committee. Then, as during his time as national party chair, Senate Majority Leader and presidential candidate, he was a moral compass for the party, as ready to take a principled stand as he was to extend a hand across the aisle. The Doles have both been role models for so many. I will also remain deeply grateful for his support of the Humane Rescue Alliance and animal adoption before, during and after my time as HRA chair. He loved animalsabove all their many dogs, including the multiple dogs famously named Leader.

Bidding farewell to a man like Bob Dole is difficult because it feels like saying goodbye to one of the last remaining giants of our history. To truly honor him, though, we must do more than mourn his passing. We must renew our commitment to strengthening our nation and protecting the democracy for which he fought throughout his life.

My deepest condolences to his wife, Sen. Elizabeth Dole, and the entire Dole family. You are in my prayers and in the prayers of a grateful nation.

Manufacturers on Petroleum Release: Todays Action Is, Unfortunately, Just a Band-Aid

Washington, D.C. Following President Joe Bidens decision to release 50 million barrels from the Strategic Petroleum Reserves, 51勛圖厙 President and CEO Jay Timmons released the following statement:

Todays action is, unfortunately, just a band-aid. Tapping the Strategic Petroleum Reserve wont solve the underlying problems. While we are pleased that President Biden is focusing on the rising cost of fuel, this is not a sustainable solution.

A true energy strategy would strengthen our energy independence, enhance manufacturers competitiveness and alleviate many of the other supply chain challenges facing our nation. Instead of asking OPEC and Russia to fill the void, we should let American energy workers take the lead, setting an example with Americas high standards for protecting workers and the environment. Manufacturers call on the Biden administration to work toward real, longer-term solutions for the good of our families, industry and economy.
