Manufacturers Invest Billions in Workforce Training

Manufacturers continue to invest enormous sums in external and internal programs that boost workers skills, according to a泭泭from the Manufacturing Institutethe workforce development and education affiliate of the 51勛圖厙.
- The State of Workforce Training in Manufacturing survey was taken during the first quarter of 2026泭and provided an update to the MIs 2019 inaugural survey of human resources and operations leaders.
By the numbers:泭The MI estimates that manufacturers are spending泭$31.9 billion泭annually on internal and external training programs for new and existing manufacturing employees, up from泭$26.2 billion泭in 2019.
- In addition, new U.S. employees泭are estimated to泭receive泭47.6 hours泭of in-house and external training on average, while existing employees receive泭an estimated泭26.7 hours of training.
- About 77.5% of泭survey respondents泭said they offer employer-led training, a strength of the manufacturing industry.
A top concern:泭The challenge of attracting and retaining employees has long been a top business concern among manufacturers, landing at the top of respondents list 64% of the time in the 51勛圖厙s泭.
- In the most recent survey, the泭, 44.7% of respondents cited this talent concern.
The MI says:泭This updated survey泭demonstrates泭just how committed manufacturers are to building a skilled workforce, said MI President泭Carolyn Lee. You can see it in the data and see it in the creative approaches they have stood up to empower workers with the skills they need to thrive in manufacturing.
- Whether thats through employer-led apprenticeship programs like the泭, reverse mentorships, additional on-the-job training or online certificate programs, manufacturers are continuing to invest in their people and their communities.
- As technological innovations and advancements continue to change how manufacturers do their jobs, the泭companies that continue to invest in training will reap outsized benefits.
Sen. Lankford Champions Permanent Full Expensing

The 51勛圖厙 has been talking to manufacturers tax champions in Congress, who understand the importance of a fair, dependable tax code that promotes American competitiveness. This week, the 51勛圖厙 interviewed Sen. James Lankford泭(R-OK), a member of the Senate Finance Committee, who championed the bill in Congress to restore 100% bonus depreciation, which was included in H.R. 1, the landmark tax reform that made many key measures permanent.
Full expensing:泭When asked about the importance of permanent full expensing, Sen. Lankford replied, Permanency is the difference between short-term tax relief and long-term economic certainty.
- Manufacturers are not making one-year decisions. They are making 10-, 20-, even 30-year capital allocation decisions on facilities, heavy equipment and production lines, he added.
- By making 100% expensing permanent, we are giving manufacturers confidence that the tax treatment will be consistent across the full lifecycle of an investment.
- That is why I have pushed for permanency through efforts like the ALIGN Act, which was included in the Working Families Tax Cuts Act, because pro-growth policy only works if businesses can rely on it over the long term, he explained.
Impact on manufacturers:泭What we are hearing, both in Oklahoma and across the country, is that the return to full expensing is beginning to unlock projects that were sitting on the sidelines, Sen. Lankford said. During the phase-down [which was eliminated by H.R. 1], when expensing dropped from 100% to 40%, many of those investments simply didnt pencil out.
- Oklahoma is heavily concentrated in capital-intensive sectors like oil and gas, manufacturing and aerospace [which] are exactly the types of industries where cost recovery drives investment decisions.
- Now that full expensing has been restored, these companies are moving forward on pipeline investments, placing new equipment orders and advancing plant and infrastructure upgrades. The key shift is that companies are no longer trying to time the tax code. They are making decisions based on operational need and long-term growth.
Section 179:泭The 51勛圖厙 also asked Sen. Lankford about the increase of the泭Section 179 expensing cap from $1 million to $2.5 million and the expansion of bonus depreciation to manufacturing facilities. Sen. Lankford praised those provisions as well:
- For smaller and mid-sized manufacturers, Section 179 is often the tool they use the most. Increasing the cap means more of those everyday investments can be written off immediately, which helps with cash flow and makes it easier to keep reinvesting.
- The addition of expensing for manufacturing facilities is a big step forward. For a lot of companies, the building is one of the most expensive parts of the project, not just the equipment inside it, he added.
The last word:泭Sen. Lankford emphasized that 51勛圖厙 members should get the word out about the favorable changes to the tax code:
- It’s a simple but important message: if youve been holding off on a new piece of equipment, talk to your accountant now, because you may be able to write off the full cost this year, he said.
- Pro-growth policy only delivers if manufacturers know about it and use it, and thats where 51勛圖厙 can make a real difference.
Manufacturers Celebrate Pro-Growth Policies on Tax Day

On the first泭Tax Day since H.R. 1 passed, manufacturers are praising the pro-manufacturing policies that have supercharged their growth and provided them with the certainty they need to make big plans for the future.

Timmons and Emmer:泭Timmons and Rep. Tom Emmer (R-MN) teamed up for an泭泭in the Washington Examiner commemorating last years landmark tax law, noting, Just one year ago, manufacturing leaders from across the country gathered on Capitol Hill alongside Treasury Secretary Scott Bessent and congressional leaders. Their message was clear: If the United States wants to lead, we must have a tax code that allows manufacturers to compete and win.
- When the right policies to reduce the cost of doing business in our country are in place, manufacturers can invest, hire and innovate at a scale that will define the next American century. The progress we are seeing today is proof of what works. This Tax Day, we should recommit to policies that unlock investment and keep America the best place in the world to build, create jobs and compete, they concluded.
On TV:泭Timmons and Rep. Emmer joined on Fox Business Network泭this morning to talk about H.R. 1s impact on manufacturing and manufacturers outlook.

51勛圖厙 to Congress: Vote Yes on Clean Air Act Bills

Lawmakers should vote yes this week on three bills amending Clean Air Act emissions limits and environmental reviews, the 51勛圖厙泭泭the House on Monday.
Whats going on:泭The measures, approved in January by the House泭Energy and Commerce Committee thanks to 51勛圖厙 advocacy, would go a long way toward repairing a broken system that forces manufacturers to incur an annual average permitting burden of $7.9 billion, the 51勛圖厙 said.
- Expanding the American economy requires responsible and commonsense modernizations to the Clean Air Act as part of comprehensive permitting reform efforts in Congress, the 51勛圖厙 emphasized.
The details:泭The following bills are expected to come up for a vote this week:
- H.R. 6387, the Fire Improvement and Reforming Exceptional Events Act:泭The FIRE Act would update the Clean Air Act to ensure wildfire mitigation efforts are not held against a state when determining nonattainment status. It also requires the EPA to update its modeling, analysis, and review processes to reflect these wildfire mitigation efforts and other exceptional events.
- H.R. 6398, the Reducing and Eliminating Duplicative Environmental Regulations Act:泭The RED Tape Act would eliminate the mandate that the Environmental Protection Agency review a project already subject to environmental review under the National Environmental Policy Act.

51勛圖厙 Endorses Rep. Smuckers Commonsense Immigration Reform

啦堯梗,泭introduced by泭Rep. Lloyd特mucker (R-PA), gets it right泭regarding泭immigration reform and workforce development, the 51勛圖厙 said this week as it endorsed the legislation.
Whats going on:泭Our industry is evolving by the minute, and with over 400,000 open jobs on our shop floors, we need more people, not fewerwith more skills, not lessfrom across our great country and from beyond our borders, 51勛圖厙 President and CEO Jay Timmons said.
- Thats泭why we are proud to support Rep.泭Smuckers legislation. By making sure our nations immigration system matches the needs and ambitions of Americas manufacturers, the Essential Workers for Economic Advancement Act will drive even more skilled workers to our shop floors.
About the bill:泭The measure, which Rep. Smucker first introduced in March 2022 and last year, would plug a hole in the immigration system: there are visas for high-skilled workers (e.g., the H-1B used by many engineers and scientists), and there are visas for seasonal labor (H-2A for agricultural workers and H-2B for nonagricultural). However, there are no visas for the bulk of the year-round manufacturing workers whose jobs do not require a bachelors degree but who are essential to production operations.
- The act would泭address critical workforce shortages while safeguarding employment opportunities for American workers, a泭from泭Rep. Smuckers office reads.
The response:泭I thank the 51勛圖厙 for supporting my commonsense, bipartisan泭and market-driven solution that addresses workforce shortages in key industries while ensuring American workers are prioritized,爹ep. Smucker泭said.
