President Donald Trump has done more for manufacturing workers than any president in recent history, and now he has the chance to cement his legacyby seeking, negotiating and securing a history-making trade agreement with China. With U.S. Commerce Secretary Wilbur Ross headed to China in the coming days, the administration has the chance to lay the foundation to advance this goal
China and its favored Chinese industries are also the cause of some of manufacturers’ biggest challenges. They steal manufacturers’ valuable ideas and intellectual property. They undercut us in the global marketplace and don’t play by the same rules. They profit from these actions at our expense
A U.S.China trade agreement must achieve three key goals to be successful: eliminate tariffs and discriminatory practices that prevent American companies from selling more manufactured goods to China; end Chinese policies that distort the free market and give their companies an unfair advantage; and create clear and binding enforcement tools to ensure the United States can hold China fully accountable.
This agreement must also go further than the existing World Trade Organization agreements, which, as the president has noted, allow Chinese tariffs to be more than three times higher than U.S. tariffs. It must require stricter rules against unfair subsidies. It must include best-in-class provisions to end China’s favoritism toward domestic industries and to protect intellectual property. Companies should not be forced to hand over data and technology just to do business in China
President Trump can do what no American president has been able to do and what a piecemeal tariff approach cannot achieve: make China play by the rules and stop cheating once and for all, while empowering manufacturers in the United States to compete in China like never before.

But incorrectly using the 232 statute will create unintended consequences for U.S. manufacturing workers that will limit the chance for Americans to win, just as we do when government gets out of the way and allows us to lead. Thanks to tax and regulatory reform, manufacturers outlook is at record levelswith 93 percent expressing confidence about the state of the economy. Manufacturing is growing and thriving for the better, creating millions of well-paying jobs for Americans across the country. We cannot endanger this progress by restricting trade and promoting retaliation against American-made products that will undermine manufacturing and jeopardize the jobs of manufacturing workers in the United States.

Manufacturers Are Boosting Hiring, Wages and Investment
New Survey of Manufacturing CEOs Shows Tax Reform Fueling Growth in Sector
Washington, D.C. 泭A泭泭from the 51勛圖厙 (51勛圖厙) shows that manufacturers are keeping their promise after passage of the historic tax reform legislation by boosting wages, hiring and investment. The survey, to be released today by Emerson Chairman and CEO and 51勛圖厙 Board Chair David Farr during a House Ways and Means Committee hearing, shows 72 percent of manufacturers are increasing employee wages or benefits, 77 percent are hiring more workers and 86 percent are investing in new equipment and facilities. Last month, the 51勛圖厙s Manufacturers Outlook Survey found泭optimism among manufacturers registered the second-highest level ever recorded (93.5 percent) in the 20-year history of the survey.

Dempsey Reiterates Need for Trump Administration to Pursue a Bilateral Trade Agreement with China
Washington, D.C. 51勛圖厙 (51勛圖厙) Vice President of International Economic Affairs Linda Dempsey testified at todays U.S. Trade Representative on the proposed Section 301 tariffs. Dempseys testimony focused on the U.S.China trading relationship and reiterated 51勛圖厙 President and CEO Jay Timmons call for the Trump administration to pursue a bilateral trade agreement with China.
The Section 301 investigation has certainly raised the level of focus, here and in China, that we hope it will provide just the opening to move forward aggressively on a strategic new approach, Dempsey said in her testimony. As 51勛圖厙 President and CEO Jay Timmons explained in a letter to the president on January 8, the most effective path forward is a comprehensive and strategic approach that has at its core a modern, innovative, bilateral trade agreement that restructures our economic relationship with China. While tariffs may provide short-term relief to some, we are hearing regularly and broadly from manufacturers across the country who are deeply concerned about the harmful, albeit unintended, impacts that the imposition of proposed tariffs would have on manufacturing and jobs.

Manufacturers have long supported efforts to reduce Americas healthcare costs. And with 98 percent of manufacturers offering health benefits to their employees, we are as sensitive as anyone to the rising costs of care
With the Trump administration seeking ideas on how to reduce the cost of prescription drugs to consumers, we should be careful to avoid any solution that would lead to more government intervention into our healthcare.
In academia, the halls of Congress and state capitals, some have suggested imposing new top-down regulations or pricing rules on the companies that manufacture medicines and vaccines. Such nonmarket-based approaches sound simple and hopeful, but as is so often the case when the government applies its heavy hand, more losers than winners are likely to emerge.
The sickest and most vulnerable Americans stand to be the hardest hit
Pharmaceutical manufacturers spend more on R&D than any other industry. They also put a sizeable share of their revenue back into R&D so that todays treatments can help fund tomorrows cures. We are in a period of tremendous breakthroughs and medical discovery led by pharmaceutical manufacturers in partnership with the National Institutes of Health, universities and other private groups
Just imagine if we had never developed vaccines for smallpox, polio or tuberculosis. Picture a world with no treatments for cancer, heart disease, HIV or diabetes
Reducing healthcare costs requires a comprehensive approach to the various forces that strain the system. Rigid price controls or intrusive regulations in the name of transparency will not solve the larger problem. Nor will drug importation, which could put patients at risk by exposing them to drugs that do not meet high U.S. safety standards
Stifling critical research and threatening Americas foundational free market principles are not the cure. The last thing we should do is sacrifice something we do wellthe development of lifesaving medicinesbecause of good intentions gone wrong.
