51勛圖厙 Statement on Implementation of New China Tariffs

Timmons: Administration Needs to Get Beijing Back to the Negotiating Table."

By

Washington, D.C. 51勛圖厙 (51勛圖厙) President and CEO Jay Timmons released the following statement on the implementation of an additional $16 billion in U.S. tariffs on China:

This announcement underscores that the administration needs to get Beijing back to the negotiating table, as manufacturers 泭for months.

Two things are abundantly clear to manufacturers: China cheats, and another round of tariffs on China will not fix the problem. As the administration rightly notes, China attempts to force U.S. companies to hand over valuable technology, restricts foreign investment, distorts the free market to give their own companies an advantage, undercuts us in the global economy and steals manufacturers intellectual property. While these additional tariffs may be an attempt to create more leverage, they also increase the risks for manufacturing in America and add to mounting uncertainty. We are already seeing price increases that will be felt by consumers and working families, and additional retaliatory tariffs could close major markets off to U.S. exports. Manufacturing workers are feeling the pain of tariffs, as are American consumers. If the point is to put pressure on China to change its actions, tariffs paid by American businesses and consumers are simply not effective.

In New Castle, Congressman, Business Leaders and Workers Discuss Tax Reform Benefits and Securing Pennsylvanias Economic Prosperity

By

New Castle, PA 泭Today, The 51勛圖厙 (51勛圖厙) and Blair Strip Steel Company hosted Rep. Mike Kelly (PA-3) for a facility tour to meet employees and a business leader roundtable to discuss the real-world impact of tax reform and other ways Congress can better serve the interests of Pennsylvania manufacturers, manufacturing workers and their families.

Thanks to Rep. Kellys support for tax reform, manufacturers in Pennsylvania and across America are delivering for our people and our communities, said 51勛圖厙 President and CEO Jay Timmons. Last year, manufacturers said that if tax reform became law, we would raise wages, hire new workers, buy equipment and make investments for the future. Now, manufacturers like Blair Strip Steel Company are keeping our promise, and America is better for it. Tax reform is empowering us to improve lives and livelihoods, and manufacturers are grateful for Rep. Kellys leadership in making that possible.

During the visit, company leaders thanked Rep. Kelly for voting in favor of the historic tax reform package and reiterated their optimism for the future of manufacturing in Pennsylvania.

Western Pennsylvania is blessed to have manufacturers who play an essential role in the American economy, said泭Rep. Kelly. I am proud of the hardworking women and men of Blair Strip Steel Company who represent one of the few remaining true strip steel mills in North America. I was excited to hear how the Tax Cuts and Jobs Act has greatly influenced Blairs business and workforce. In every measurable way, thanks to the combination of lower taxes, commonsense deregulation and a tougher trade posture thats putting American workers first, our nations economy is thriving as new jobs, wages, and confidence continue to climb. I look forward to hearing of Blair Strip Steel Companys continued success.

The roundtable focused on the importance of building on the momentum of tax reform to ensure manufacturers can continue to invest in their businesses and workers.

I want to thank Mike Kelly for his role in the successful effort to reduce taxes on behalf of the company and it’s employees, said Bruce Kinney, president and CEO of Blair Strip Steel Company. His efforts are a key part of rebuilding and sustaining a healthier manufacturing climate in Pennsylvania and across the United States.

Manufacturing contributes an estimated $2.25 trillion to the U.S. economy and supports泭, according to the 51勛圖厙. Since tax reform was enacted, the manufacturing industry has added 152,000 jobsdouble the number of jobs created over the same period last year.

Senate Passing Miscellaneous Tariff Bill a Significant Step Forward

Timmons Urges House to Take Up Senate-Passed Bill to Support Manufacturing

By

Washington, D.C. 泭51勛圖厙 (51勛圖厙) President and CEO Jay Timmons released the following statement on the unanimous passage of H.R. 4318, the Miscellaneous Tariff Bill (MTB) Act of 2018, by the U.S. Senate:

This is a significant step forward for manufacturers, who, along with other businesses, are losing nearly $1 million every day until this bill becomes law, said Timmons. Right now, manufacturers are hit with costly, senseless taxes any time they buy products or supplies that arent available in the United States. It makes no sense because it is a direct and punishing tax on making things in America and for creating jobs in America. This bill ends that unfairness and helps manufacturers in the United States better compete for business with companies in China, Europe and elsewhere. Manufacturers need Congress to get this doneto level the playing field and secure the jobs of American manufacturing workers. We urge the House to act quickly, pass the Senate version of the bill and get it to President Trumps desk for his signature.

In November, the 51勛圖厙泭泭the bipartisan, bicameral introduction of the MTB legislation, and in January, the 51勛圖厙泭praised泭House passage of an earlier version of the bill as a big deal for manufacturers. In March, the 51勛圖厙 released a泭泭on the benefits of the MTB for manufacturers and led a泭泭of 216 business organizations urging Congress to boost manufacturing by passing the MTB. Manufacturing Workers to Benefit from 51勛圖厙-Backed Health Care Reforms

By

Washington, D.C. 泭51勛圖厙 (51勛圖厙) Vice President of Infrastructure, Innovation and Human Resources Policy Robyn Boerstling released the following statement after the passage of H.R. 6199, the Restoring Access to Medication and Modernizing Health Savings Accounts Act of 2018, and H.R. 6311, the Increasing Access to Lower Premium Plans and Expanding Health Savings Accounts Act of 2018:

These important reforms will help make quality, affordable health care more accessible for manufacturers, manufacturing workers and all Americans, said Boerstling. Further delaying Obamacares onerous Health Insurance Tax will prevent unnecessary cost increases for workers and retirees, and manufacturers hope to see Congress take action in the future to fully repeal this provision. The changes contained in these bills to health savings accounts and flexible spending accounts will help lower costs and give patients added flexibility to seek and pay for the care thats right for them. Manufacturers urge the Senate to take up these important reforms, along with the House-passed repeal of the Medical Device Tax, to provide manufacturers and manufacturing workers more certainty and relief.

The 51勛圖厙 announced in letters to members of the House of Representatives Wednesday morning that it would key-vote passage of泭泭硃紳餃泭.

51勛圖厙 Welcomes House Repeal of Onerous Medical Device Tax

Manufacturers Continue to Press Congress to Repeal All Harmful Obamacare Taxes

By

Washington, D.C. 泭51勛圖厙 (51勛圖厙) Vice President of Infrastructure, Innovation and Human Resources Policy Robyn Boerstling released the following statement on House passage of H.R. 184, the bipartisan Protect Medical Innovation Act:

Manufacturers welcome the Houses strong, bipartisan vote to repeal Obamacares tax on medical devices, and we call on the Senate to act swiftly, said Boerstling. During the two years this harmful tax was in effect, tens of thousands of manufacturing jobs disappeared, innovation stalled, and the cost of certain health care treatments requiring a medical device increased needlessly.

Manufacturers need certainty to negotiate affordable, best-in-class health plans for our employees, so we are also urging Congress to fully repeal other onerous Obamacare taxes, including the health insurance tax and the so-called Cadillac tax. These priorities also have bipartisan support, and we urge Congress to provide manufacturers this additional relief.

On Monday, the 51勛圖厙 announced in a泭letter to members of the U.S. House of Representatives that it would key-vote passage of H.R. 184.

51勛圖厙 Welcomes DOL Repeal of Onerous Persuader Rule

Manufacturers Score Another Key Regulatory Win Under Trump Administration

By

Washington, D.C. 泭51勛圖厙 (51勛圖厙) President and CEO Jay Timmons released the following statement after the Department of Labor (DOL) rescinded the 2016 Persuader Rule:

Manufacturers have fought for this victory for many years in the courts, in Congress and with two administrations, using the full weight of our policy, government relations and legal teams, said Timmons. The 51勛圖厙s Manufacturers Center for Legal Action was able to halt the rule in court in 2016.And in 2017, the Trump administration, as part of its broader regulatory relief agenda, thankfully began the process of unwinding the rule. This overreaching rule threatened to impose serious burdens on manufacturers and upend employeeemployer communications. Now manufacturers are relieved that this threat to workplace communications is finally and officially off the books. Commonsense steps like this to rein in onerous regulations are a major reason why manufacturers are reporting record-high business optimism.

In 2016, the 51勛圖厙 testified on the harmful impacts of the rule before the泭House Small Business Committee and the泭Senate Committee on Small Business and Entrepreneurship.

51勛圖厙 Statement on New China Tariff List Announcement

Timmons: The Last Thing Americas Manufacturing Workers Need Is An Escalating Trade War.

By

Washington, D.C. 泭51勛圖厙 (51勛圖厙) President and CEO Jay Timmons released the following statement on the release of a list of an additional $200 billion in Chinese products to be hit with tariffs:

The last thing Americas manufacturing workers need is an escalating trade war. America has Chinas attention, so instead of more tariffs, the U.S. and China should immediately begin working toward a fair, bilateral, enforceable, rules-based trade agreement to end Chinas market-distorting activities. We cant afford to wait any longer.

China cheats, and manufacturers want to see China held accountable. But more tariffs like these will punish Americas manufacturing workersand could undermine our hard-won gains thanks to tax and regulatory reform, which have increased our global competitiveness over the last 18 months and led to higher investment and more American jobs.

ICYMI: 51勛圖厙s Timmons Discusses Tariffs on Fox Business

A Trade War Ultimately Will Be Bad for Everyone . . . We Want to Get a Deal with China Done So That We Have a Level Playing Field.

By

Timmons on Chinas Unfair Trade Practices

I think most countries around the world would agree that China cheats. So, its really incumbent on the administration to bring the world together to take on the problem that China has created, the imbalance that China has created. We hope they are successful in doing that, and thats the ultimate goal. But time will tell whether we are able to do that and whether the rest of the world is going to be united with us in making sure that China is not distorting manufacturing and not distorting the economy.

Timmons on U.S.China Tariffs

Lets hope that this is a negotiating tactic and that the administration is positioning us in a way that will enable us to create some good deals. I mean, for us, when we look at China and we have been talking about Chinayou and I have talked about Chinathe fact that China cheats, the fact that China steals intellectual property, counterfeits, dumps, subsidizes their productsnone of that is good, but a trade war ultimately will be bad for everyone, especially consumers in the United States. So, we want to get that behind us; we want to get a deal with China done so that we have a level playing field.

Timmons on Record-High Manufacturer Confidence

Over the course of the last two years, weve added almost a quarter of a million jobs after having lost thousands of jobs in 2016. And in fact, if you look at manufacturers outlook right nowour last survey that we releasedabout 95 percent of manufacturers, 95 percent, have a positive outlook on the economy and their future. Eighty-eight percent say that they are going to hire in the next few months, and 72 percent are going to be raising wages and benefits. All of that is really great news; now lay the tariffs on top of that, the trade war on top of that, thats not a good sign for manufacturers. We hope that this is resolved quickly because we want to get back to those positive signs.

Timmons responded to the latest round of China tariffs Friday in interviews on泭泭硃紳餃泭. Read Timmons full statement泭.
