The signing of the USMCA is a landmark milestone for American manufacturing workers. By securing the relationship with our North American allies, we are also better positioned to demonstrate a strong and united front against Chinas unfair trade practices and end the harm they inflict on manufacturers in America.
Manufacturers need certainty now, not later. With 2 million American jobs dependent on exports to Canada and Mexico, Congress should move expeditiously to review the USMCA before the end of this year. SEC Forum Shows Risk of Proxy Advisory Firms to Main Street Investors

It is an encouraging sign that the SECs roundtable focused on the risks that proxy advisory firms pose for Americans retirement savings. Now manufacturers hope to see concrete action from the SEC to ensure that these firms do not undermine the retirement security of millions of Americans, including manufacturing workers. Main Street investors, retirees and pensioners deserve the peace of mind that comes from knowing that key decisions affecting their savings are based on accurate advice that is free from conflicts of interest. Manufacturers Center for Legal Action Supports Net Neutrality Repeal
Washington, D.C. The 51勛圖厙 (51勛圖厙) today filed an amicus brief with the D.C. Circuit Court of Appeals in Mozilla Corporation v. FCC supporting the Federal Communications Commissions (FCC) repeal of the onerous 2015 net neutrality rule.
Internet-driven technology is at the heart of modern manufacturing, and the FCCs decision to repeal the onerous 2015 net neutrality rule was a victory for the competitiveness of manufacturers in America, said 51勛圖厙 Senior Vice President and General Counsel Linda Kelly. The previous administrations decision to regulate the internet with a more than 70-year-old law designed to govern the use of rotary telephones only burdened manufacturers with uncertainty. We are confident the court will agree that the FCC acted within the law to end the Obama-era FCCs heavy-handed approach that was neither appropriate nor necessary for the rapidly evolving, highly competitive broadband market.
Joining the 51勛圖厙s Manufacturers Center for Legal Action (MCLA) on the amicus brief are the U.S. Chamber of Commerce, the Business Roundtable and the Telecommunications Industry Association. Washington, D.C. 泭The 51勛圖厙 (51勛圖厙) today泭 a motion for summary judgment in the U.S. District Court for the Southern District of Texas seeking to strike down the onerous 2015 Waters of the United States (WOTUS) rule in its entirety.
Manufacturers finally have the opportunity to strike down this onerous rule and clear a path for the current administration to issue a sensible and clear replacement, said 51勛圖厙 Senior Vice President and General Counsel Linda Kelly. For more than three years, the 51勛圖厙s Manufacturers Center for Legal Action has fought the 2015 WOTUS rule because it goes further than the law allows, even attempting to regulate land that isnt wet. The uncertainty created by this overreaching and unfair rule threatens manufacturing jobs, and it fails to adequately protect clean water. Manufacturers recognize we must responsibly manage water resources and have been working to protect clean water for decades. The 51勛圖厙 will continue to advocate for a new rule that is consistent with the Clean Water Act, protects our nations waters and provides clarity for manufacturers and landowners around the country.
The 51勛圖厙s Manufacturers Center for Legal Action (MCLA) has been in active litigation against the 2015 WOTUS rule since July 2015. Arcane procedural obstacles prevented the courts from hearing the merits of our lawsuit for several years. In early 2018, however, the 51勛圖厙 scored a泭泭before the U.S. Supreme Court, which resolved those issues and has now allowed litigation against the substance of the rule to proceed.

President Trump deserves tremendous credit for the administrations focus on eliminating the anti-US manufacturer subsidy China receives from the U.S. Postal Service, said Timmons. This outdated arrangement contributes significantly to the flood of counterfeit goods and dangerous drugs that enter the country from China. Manufacturers and manufacturing workers in the United States will greatly benefit from a modernized and far more fair arrangement with China.
In April, Timmons sent a泭letter泭to Secretary Mnuchin outlining manufacturers concerns with the Universal Postal Union system, which allows China to receive a subsidy from the U.S. Postal Service for certain inbound shipments. The U.S. Postal Service lost an estimated泭泭on this subsidy during the last fiscal year, and that number is expected to increase 40 percent annually due to the rapid growth of e-commerce. Timmons on Additional U.S.China Tariffs
The ultimate goal is not tariffs. The ultimate goal is to get China to play by a set of rules, to quit stealing intellectual property, to quit subsidizing their products and to play fairly. And when China talks about restoring the rules of international tradewell, theyre not playing by the rules right now. Our issue, of course, is that tariffs drive up the cost of goods here in the United States, drives up the cost for consumers. So, for manufacturers, we want to see the administration successfully bring China back to the table for negotiations. Weve been calling for a rules-based, bilateral trade agreement for many months now. And we want to see that done.
Timmons on Chinas Ridiculous Postal Subsidy
We want to see China play by the rules. Im sitting here with a Mighty Mug that is manufactured or is a product of a United States manufacturer. The intellectual property is owned here in the United States by the Mighty Mug company. It is cheaper to send that mug from China because of an outdated 150-year-old rule on shipping rates than it is to ship it across the street here in this country. Thats not fair. That is not fair to manufacturers here in the United States. Weve got to get these rules under control. China has got to come back to the table.
Timmons on the Skills Gap Crisis in Manufacturing
We have been on an upswing for the last several years and that has been supercharged over the last 18 months because, again, of tax reform and regulatory reform. I believe if we get these trade issues under control and were able to deal with them successfully, the manufacturing sector in this country is going to continue to grow and to thrive. We already predict by the year 2025 that we will have to fill 3.5 million jobs in manufacturing. Some of that, of course, is due to attrition or folks retiring and that 2 million of those will be unfilled because we cant find the folks that have the right skills necessary to do those jobs. So education and training is going to be an important component of building the manufacturing sector in the future.

Timmons: Talks Needed As Potential Grows for Manufacturers and Manufacturing Workers to Get Hurt

Over the last year, manufacturers have delivered for our communities and our people, raising wages, building new plants and creating new jobs thanks to game-changing tax and regulatory reform. But more U.S. tariffs and Chinese retaliation risk undoing that progress and moving our economy in the wrong direction.
With every day that passes without progress on a rules-based, bilateral trade agreement with China, the potential grows for manufacturers and manufacturing workers to get hurt. No one wins in a trade war, and manufacturing workers are hopeful the administrations approach will quickly yield results. Now is the time for talksnot just tariffsand manufacturers have laid out a blueprint to reset the U.S.-China commercial relationship that will result in ending Chinas unfair and anti-competitive behavior.
In January of this year, Timmons and the 51勛圖厙 sent a泭泭to the President urging the administration to negotiate a bilateral trade agreement with China. Given plans for additional negotiations, Timmons said that they need to start bearing fruit, because the costs of a sustained trade war have the potential to be devastating for Americas manufacturers and workers. In August, the 51勛圖厙泭泭outlining manufacturers priorities to be included in any trade agreement between the two countries.
