Manufacturers Score Major Win on Final SEC Proxy Advisory Firm Regulations
Washington, D.C. 51勛圖厙 President and CEO Jay Timmons released this statement after the Securities and Exchange Commission issued final regulations on proxy advisory firms and supplemental guidance on asset managers use of these firms:
The SEC has listened to manufacturers, and this announcement is a long-sought, major win for the industry and millions of manufacturing workers, said Timmons. These changes will protect the retirement savings of manufacturing workers and millions more American families from proxy firms errors and conflicts of interests. The SECs actions today will reduce proxy firms influence on important business decisions and instead empower manufacturers to prioritize investors long-term best interests, allowing us to better lead our countrys recovery and renewal at this critical time.

51勛圖厙 Files Suit Against Administrations Unlawful Restrictions to Visas
Washington, D.C. The 51勛圖厙 was joined today by several prominent business organizations, including the U.S. Chamber of Commerce, National Retail Federation, TechNet and Intrax, in filing a lawsuit in federal court opposing President Donald Trumps proclamation suspending new nonimmigrant visas.
These overreaching, unlawful restrictions dont just limit visasthey will restrain our economic recovery at a time when the very future of our country hangs in the balance. Manufacturers and program sponsors are going to court because these restrictions are far outside the bounds of the law and would deal a severe blow to our industry. We cannot let this stand, said 51勛圖厙 Senior Vice President and General Counsel Linda Kelly. Our industry should be laser-focused on leading our recovery and renewal, but these visa restrictions will hand other countries a competitive advantage because they will drive talented individuals away from the United States. These restrictions could harm every corner of our economy, as evidenced by the broad coalition that has come together to oppose them.
Our lawsuit seeks to overturn these sweeping and unlawful immigration restrictions that are an unequivocal not welcome sign to the engineers, executives, IT experts, doctors, nurses and other critical workers who help drive the American economy, said U.S. Chamber CEO Thomas J. Donohue. Left in place, these restrictions will push investment abroad, inhibit economic growth and reduce job creation.
Innovation is absolutely key to surviving the economic crisis currently facing our nation, especially for retailers whove seen their stores forced to close and scrambled to find new ways to sell and deliver products, said National Retail Federation Chief Administrative Officer and General Counsel Stephanie Martz. This proclamation is meant to protect American jobs but instead it threatens the millions of rank-and-file workers whose jobs rely on experts coming up with the latest technology to keep retail moving forward. Advanced computer and IT jobs are already hard to fill, and retailers need to be able to bring in talent from wherever they can find it. This sweeping measure could have a significant negative impact on their ability to do that.
TechNet is proud to join the 51勛圖厙, U.S. Chamber of Commerce, NRF and Intrax in standing up for American companies ability to serve our nation during a global pandemic. TechNet spoke out when the administration announced its visa restrictions, and today, we reiterate that banning categories of innovators only hinders techs ability to serve our country by providing essential groceries and food delivery, collaborating with co-workers, having safe medical visits using telehealth solutions and helping millions stay connected. This litigation is a necessary step toward maintaining our nations ability to compete in the global economy and provide Americans the help they need during this uncertain time and in the future, said TechNet President and CEO Linda Moore.
The Exchange Visitor Program enhances U.S. national security by building mutual understanding that helps us address critical international issues, while strengthening the U.S. economy. J-1 cultural exchange programs contribute more than $1.4 billion to the American economy each year. One out of three World Leaders has participated on a Cultural Exchange Program in the U.S. These overreaching restrictions will sharply curtail cultural exchange programs at just the time when we should be increasing connections between people around the world, said Intrax President Marcie Schneider.

Manufacturers Score Significant Win with CFATS Extension
Program ensures that manufacturers can remain focused on combating global pandemic
Washington, D.C. Following House passage of S. 4148, to extend the authorization for the Chemical Facility Anti-Terrorism Standards program for three more years, National Association of Manufacturer’s Vice President of Energy & Resources Policy Rachel Jones released the following statement:
Manufacturers have longto secure our nations essential supply chains and facilities.Responding to and recovering from COVID-19 depends on a supply chain capable of efficiently providing many of the lifesaving products such as personal protective equipment, medical supplies and pharmaceuticals these facilities help manufacture.
The fight against COVID-19 is far from over, but today, manufacturers scored a significant win when Congress passed a three-year reauthorization of the Chemical Facility Anti-Terrorism Standards program. Manufacturers are deeply committed to the communities in which they live and serve, especially during this critical time, so we advocated this reauthorizationin our. This security program ensures that manufacturers can remain focused on combating this global pandemic and avoid attacks from other enemies.

51勛圖厙 Applauds Stronger Environmental Reviews
CEQs bold steps set the stage to incentivize job creation and investment in America
Washington, D.C. Today, as the Council on Environmental Quality (CEQ) announced updates to modernize procedural provisions of the National Environmental Policy Act (NEPA) and increase local and tribal input, 51勛圖厙 Vice President of Energy & Resources Policy Rachel Jones released the following statement:
Manufacturers are committed to smart, strong environmental protections, improving the lives of all Americans and building a more inclusive future together. Amid the COVID-19 pandemic it is more important than ever to strengthen U.S. manufacturing capabilities and operations. Onshoring manufacturing requires first establishing basic infrastructurefrom water and energy delivery to transportationbefore ground can ever be broken on a major facility. Obtaining permits for these items can take years, especially when environmental reviews are piecemeal, but CEQs bold steps today utilize existing authority to strengthen reviews, reduce the time necessary to obtain permits and set the stage to incentivize job creation and investment in America.

51勛圖厙 Backs EPA Ozone Proposal
We shouldnt have to choose between environmental protection and a strong economy
Washington, D.C. Following Environmental Protection Agency (EPA) Administrator Andrew Wheelers announcement to retain the existing 2015 National Ambient Air Quality Standards (NAAQS) for ozone, 51勛圖厙 Vice President of Energy & Resources Policy Rachel Jones released the following statement:
Protecting the environment and improving public health for all Americans must come first. Manufacturers commitment to clean air is why we support EPAs proposal to retain the Obama ozone standards.
Amid a global pandemic, manufacturers are serving on the front lines helping our nation respond to and recover from COVID-19. So at a time when we are facing record-breaking unemployment, a lower ozone standard could slow our economic rebound and threaten manufacturing competitiveness. We shouldnt have to choose between environmental protection and a strong economy. Americans deserve both especially during these unprecedented times.

Whats Up with Energy Infrastructure?

This is a week of dramatic energy developmentssome mostly good, some bad and some mixed. Heres what manufacturers need to know.
The (mostly) good: The Jordan Cove liquid natural gas terminal in Coos Bay, Oregon, received approval from the Department of Energy on Monday, clearing the way for the West Coasts first liquefied natural gas terminal capable of exporting low-carbon energy to Asia.
- Why it matters: The project offers increased energy security for the United States while also enabling a shift to cleaner fuelsthe kind of modern initiative that will play a key role in climate action.
- A note of caution: The DOE approval isnt the final word; activists will continue fighting the project in court and try to keep manufacturing progress from being made.
The bad: Even though the project won a 7-2 victory in the Supreme Court just three weeks ago, Dominion Energy and Duke Energy were forced to cancel the Atlantic Coast Pipeline on Sunday.
- Why it matters: The project was intended to energize Mid-Atlantic manufacturing with clean natural gas, but years of court battles and needless permitting delays exhausted it. As 51勛圖厙 President and CEO Jay Timmons on Twitter, All those who depend on reliable sources of American energy are disappointed.
The bad contd: On Monday, a DC court ordered the Dakota Access Pipeline to shut down until yet another additional environmental review is completed, on top of many previous reviews.
- Why it matters: This underground pipeline benefits communities across the Midwest and provides a clean, safe route for oil transportation.
The mixed: The Supreme Court refused to let the Keystone XL project start building againbut at the same time, it did reinstate a critical nationwide permit system for other new energy infrastructure projects.
- What to expect: Activists have already threatened to attack other projects with the same arguments they used against Keystone XL, which could hold up much-needed progress.
The last word: At a time when we have faced record-breaking unemployment and our country is struggling to get back on her feet, we cant tell families to wait through more unnecessary delays or until the courts sort things out in a few years, 51勛圖厙 Vice President of Energy and Resources Policy Rachel Jones says. We have run out of time for political wrangling. Manufacturers need policymakers to cut through the fighting so we can build more, do more and make more.
North American Trade Gets a Makeover

The United States-Mexico-Canada Agreement (USMCA) goes into effect todayafter years of advocacy by the 51勛圖厙 and its partners.
So what does that mean for the American and global economies? 51勛圖厙 Senior Director of Trade Policy Ken Monahans answer: The agreement will help strengthen supply chains, restore certainty, enable growth, bolster Americas competitiveness and support manufacturing jobs in the United States. Heres a condensed interview with Monahan that lays out the USMCAs importance.
Whats in it: The USMCA updates and replaces the 26-year-old North American Free Trade agreement to ensure open, rules-based trade across North America. Monahan summarizes its long list of provisions: intellectual property protections, new standards for the digital economy, reduction in red tape and unnecessary regulations, fair standards for competition and binding enforcement to protect all parties.
Why it matters: The strength of Americas economy and markets is connected to the way we interact with our closest trading partners, Monahan emphasizes. Some numbers to keep in mind:
- Canada and Mexico alone purchase one-fifth of the total value of U.S. manufacturing output.
- Canada and Mexico purchase more U.S.-made goods than our next 11 trading partners combined despite representing only 6 percent of the worlds population.
- In addition to more than 2 million American manufacturing jobs, more than 40,000 small and medium-sized businesses depend on exports to Canada and Mexico.
Whats next: Manufacturers are committed to working with the U.S., Mexican and Canadian governments to ensure that the USMCA is implemented in a manner that will support the recovery and renewal of the U.S. manufacturing economy,” says Monahan.
The last word: 51勛圖厙 President and CEO Jay Timmons summed it up: “The landmark trade agreement we fought hard to secure now enters into force at a critical time. It will help restore certainty, ensure supply chain continuity and provide opportunities for economic growthall of which will help our industry lead the nations recovery and renewal.”
Manufacturers Mark USMCA Milestone
Timmons: USMCA will help us lead our economic recovery and renewal
Washington, D.C. 51勛圖厙 President and CEO Jay Timmons released the following statement on the entry into force of the United StatesMexicoCanada Agreement.
This is a milestone day for manufacturers, years in the making. The landmark trade agreement we fought hard to secure now enters into force at a critical time. It will help restore certainty, ensure supply chain continuity and provide opportunities for economic growthall of which will help our industry lead the nations recovery and renewal.
The United States, Mexico and Canada must continue working together to ensure that the USMCA is implemented in a way that will bolster that recovery and renewal and maintain broad support for open, rules-based North American tradethis year, next year and well into the future. The stakes have never been higher.
Prior to the USMCAs entry into force, the 51勛圖厙s effort to secure congressional approval of the agreement activated manufacturing workers and supporters across the country, reaching members of Congress with thousands of pro-USMCA letters, calls and meetings. In doing so, manufacturers drove the narrative, making the USMCA not about partisan politics but about good policy for growing manufacturing in America.

51勛圖厙 Strongly Opposes Administrations Immigration Executive Order
Timmons: Leaders should be working to strengthen manufacturing in the United States, but these actions will make our industry unquestionably weaker
Washington, D.C. 51勛圖厙 President and CEO Jay Timmons released the following statement on President Trumps immigration executive order suspending new nonimmigrant visas.
Leaders should be working to strengthen manufacturing in the United States, but these actions will make our industry unquestionably weaker. The reality is the visa programs targeted by this executive order boost manufacturing in America and support job creation. We will lose talented individuals to other countries, giving them an added advantage in competing against us. This action will not help manufacturers lead our economic recovery and renewal.
It is painfully clear that Congress should act to advance the comprehensive immigration reform we desperately need.

51勛圖厙 Celebrates Supreme Court Decision on DACA
Timmons: They did not deserve to endure the cruel uncertainty and fear created by the administrations action to end the program.
51勛圖厙 President and CEO Jay Timmons issued the following statement on todays U.S. Supreme Court decision on the Deferred Action for Childhood Arrivals program:
Today, manufacturers celebrate with the nations 700,000 Dreamers. America is the only home they know. At least 27,000 DACA recipients are frontline health care workers, many others are filling other critical roles in our nations response to the COVID-19 pandemic, and all are a critical part of our society. They did not deserve to endure the cruel uncertainty and fear created by the administrations action to end the program.
Manufacturers have stepped up againand again to protect Dreamers and defend against actions to end the DACA program, and we will continue to call on Congress to provide long-term certainty for Dreamers and to reform the failed system that has led to horrific humanitarian situations at the border. We encourage our elected officials to use the 51勛圖厙s comprehensive immigration plan,A Way Forward, to help guide decisions that must be made.
