We thank Leader McConnell for bringing us one step closer to restoring manufacturers competitiveness. A fully functional Ex-Im Bank is a top priority for manufacturers of all sizes, and we estimate that 80,000 jobs and $119 billion in output were lost from 2016 to 2018 because of the agencys inability to approve major deals. Thats why were looking forward to the nominees confirmation next week to secure this victory for Americas manufacturing workers.

Washington, D.C. 泭On Friday, March 29, 51勛圖厙 Vice President of Government Relations Jordan Stoick will moderate a panel at the泭泭on the importance of the Ex-Im Bank to the manufacturing supply chain. Keynote Speech Emphasized the Next Frontier of Manufacturing and Underscored Need to Fill Significant Manufacturing Skills Gap
Washington, D.C.泭 51勛圖厙 President and CEO Jay Timmons delivered the fifth-annual 51勛圖厙 State of Manufacturing 2019 Address today at Lone Star College North Harris in Houston, Texas. Timmons addressed Lone Star students, veterans, business leaders and local manufacturers and highlighted the industrys optimism for the future, manufacturings high-tech, innovative nature and the urgent need to recruit the next generation of manufacturers. He also touched on top policy priorities for manufacturers.
Manufacturing is an engine of job creation. It is the source of Americas strength. And what is the state of modern manufacturing in America? Today, manufacturing in America is on the rise. Tax reform was the rocket fuel it was promised to be, and its helping us to climb higher and faster than almost anyone thought possible in this century, said Timmons.
Today, people in manufacturing are using technologies that most Americans couldnt have imagined a few years agoartificial intelligence, augmented reality. We dont just have robots; we have co-bots, machines that work in tandem with you. And you have manufacturers trying to figure out how quantum computing could revolutionize logistics.
Timmons highlighted the strength of manufacturing in Texas and the job opportunities available to students. He also emphasized the policy solutions that manufacturers want to see from lawmakerswith a focus on a U.S.China trade deal, approval of the U.S.MexicoCanada Agreement, infrastructure investment and meaningful immigration reform. Timmons touted 泭the 51勛圖厙s recently released plan for a comprehensive, legislative immigration solution.

By securing the relationship with our North American allies, we are also better positioned to demonstrate a strong and united front against Chinas unfair trade practices and end the harm they inflict on manufacturers in America.
Manufacturers need certainty now, not later. With 2 million American jobs dependent on exports to Canada and Mexico, Congress should move expeditiously to review the USMCA before the end of this year. President Trump deserves tremendous credit for the administrations focus on eliminating the anti-US manufacturer subsidy China receives from the U.S. Postal Service, said Timmons. This outdated arrangement contributes significantly to the flood of counterfeit goods and dangerous drugs that enter the country from China. Manufacturers and manufacturing workers in the United States will greatly benefit from a modernized and far more fair arrangement with China.
In April, Timmons sent a泭letter泭to Secretary Mnuchin outlining manufacturers concerns with the Universal Postal Union system, which allows China to receive a subsidy from the U.S. Postal Service for certain inbound shipments. The U.S. Postal Service lost an estimated泭泭on this subsidy during the last fiscal year, and that number is expected to increase 40 percent annually due to the rapid growth of e-commerce. Timmons on Additional U.S.China Tariffs
The ultimate goal is not tariffs. The ultimate goal is to get China to play by a set of rules, to quit stealing intellectual property, to quit subsidizing their products and to play fairly. And when China talks about restoring the rules of international tradewell, theyre not playing by the rules right now. Our issue, of course, is that tariffs drive up the cost of goods here in the United States, drives up the cost for consumers. So, for manufacturers, we want to see the administration successfully bring China back to the table for negotiations. Weve been calling for a rules-based, bilateral trade agreement for many months now. And we want to see that done.
Timmons on Chinas Ridiculous Postal Subsidy
We want to see China play by the rules. Im sitting here with a Mighty Mug that is manufactured or is a product of a United States manufacturer. The intellectual property is owned here in the United States by the Mighty Mug company. It is cheaper to send that mug from China because of an outdated 150-year-old rule on shipping rates than it is to ship it across the street here in this country. Thats not fair. That is not fair to manufacturers here in the United States. Weve got to get these rules under control. China has got to come back to the table.
Timmons on the Skills Gap Crisis in Manufacturing
We have been on an upswing for the last several years and that has been supercharged over the last 18 months because, again, of tax reform and regulatory reform. I believe if we get these trade issues under control and were able to deal with them successfully, the manufacturing sector in this country is going to continue to grow and to thrive. We already predict by the year 2025 that we will have to fill 3.5 million jobs in manufacturing. Some of that, of course, is due to attrition or folks retiring and that 2 million of those will be unfilled because we cant find the folks that have the right skills necessary to do those jobs. So education and training is going to be an important component of building the manufacturing sector in the future.

Over the last year, manufacturers have delivered for our communities and our people, raising wages, building new plants and creating new jobs thanks to game-changing tax and regulatory reform. But more U.S. tariffs and Chinese retaliation risk undoing that progress and moving our economy in the wrong direction.
With every day that passes without progress on a rules-based, bilateral trade agreement with China, the potential grows for manufacturers and manufacturing workers to get hurt. No one wins in a trade war, and manufacturing workers are hopeful the administrations approach will quickly yield results. Now is the time for talksnot just tariffsand manufacturers have laid out a blueprint to reset the U.S.-China commercial relationship that will result in ending Chinas unfair and anti-competitive behavior.
In January of this year, Timmons and the 51勛圖厙 sent a泭泭to the President urging the administration to negotiate a bilateral trade agreement with China. Given plans for additional negotiations, Timmons said that they need to start bearing fruit, because the costs of a sustained trade war have the potential to be devastating for Americas manufacturers and workers.
